Does drinking green tea actually break a fast?

Plain unsweetened green tea is one of the safest beverages during fasting windows — it has near-zero calories, no protein, no carbs, no fat. It doesn't trigger an insulin response, doesn't activate digestion, and doesn't pull you out of the metabolic state most fasters are trying to maintain (autophagy, ketosis, etc.). For most fasting protocols (16:8, OMAD, water fasting), green tea is allowed. Plain sencha or pure matcha with hot water keep you firmly in the fasted state.
